Use template and mark lines with Seam Marker 7mm.
Cut 8 flags (1 flag is 3D. You need a pair and 6 flags) and 6 base triangles.
Cut the fabric with template A-E.
Make sure you draw the line on the backside of fabric with backside of the template.

Sew triangle pieces together.
Use Roll & Press and press seem allowances in same direction.
Sew the 3D flag and flip over.

Sew B, 3D flag and A together.

Sew C and Flags together.
Sew D and Flags together.

Sew AB and Flags together.
Sew E and Flags together.

Cut 35mm tape with Tape Cut ruler and Rotary Cutter.
If the tape is short for the binding, sew the tape together.
Use Fusible Bias Tape Maker 18mm and Mini Iron and make bias tape.

Draw the quilting line.
Lay backside fabric, batting and top pieced fabric and baste with wonder Pins.
Do quilting as you like.

Cut out batting and backside fabric and do binding with bias tape.
Sew the elastic band under the 3D flag.
Sew the tip of 3D flag on the base.
